Task B: Investigation of BIM implementation approaches per BIM level
1. Understanding the short-term and long-term needs of BIM implementation
2. Understanding the current construction environment, skill levels of stakeholders, and widely-used BIM software/hardware

Task C: Review and comments on scenario based planning
1. Study on levels of participations of owners, end-users, contractors, designers, and engineers on construction projects
