Retrofit Main Control System at Units 3&4 of the Samcheonpo TPP Completes

On May 13, 2011, a ceremony was held to celebrate the completion of main control system retrofit at Units 3 and 4 of the Samcheonpo Thermal Power Plant. Do-soo Jang, CEO of Korea South-East Power, Il-sup Shin, Vice President of KEPCO E&C, Andy Wang, Vice President of Emerson Process Management, and many guests attended the ceremony. KEPCO E&C performed architech engineering and supervision in the retrofit project. 

During the ceremony, Korea South-East Power, who is Owner, presented a plaque of appreciation to KEPCO E&C in honoring its dedication to the project success against all odds as an architech engineer and supervisor. 

Units 3 and 4 of the Samchenpo Thermal Power Plant were completed in 1993 and 1994 respectively. Increased failure rates due to outdated main control system, difficulties in technical service and securing spare parts due to discontinued products, and inadequate working environment were main reasons to consider the retrofit project. 

It took only 75days for each unit from October 10 to May 2011 to replace the old control systems of Bailey INFI-90 for the boiler & BOP and GE’s DCM for turbine/generator control with Emerson’s Ovation Expert Control System. In addition to field control facility automation, renovating main control room, engineering room and meeting room has also enhanced operational convenience while improving facility reliability and providing operators a more comfortable working environment. In particular, the project is expected to enormously contribute to easing possible power shortages in the upcoming peak season as it was completed earlier by 7 days for Unit 3 and 16 days for Unit 4 than the schedule. 

The project success will be introduced at the 54th ISA Annual symposium in June, which will serve as an opportunity to raise KEPCO E&C’s prestige. Based on design experience acquired from retrofit projects at home, KEPCO E&C is doing its utmost in performing design services for retrofitting main control facilities at Units 3-6 of the Boryeong Thermal Power Plant, which was started in March 2011 and is scheduled to be completed in May 2013.
