Reason(s) for the Sole Sourcing |
The objective of this consulting service is to provide KEPCO E&C with the scope of services related to development of methodology and procedure for generation of a coherency model considering the Korean nuclear power plant (NPP) site conditions. The coherency model to be developed will be used in the soil-structure interaction (SSI) analysis of seismic category I structures incorporating the effect of ground motion incoherency to compute the realistic highfrequency response of the structures. In order to develop methodology and procedure for generation of a coherency model which satisfies the licensing requirements of NPP design, a consultant who has various experiences on the generation of coherency model, licensing issues that the US NRC accepted and on the applicability studies for the seismic analysis of NPP structures is needed. Dr. Norman Abrahamson, who is taking the leadership role of the Lifelines Research Program at PEER, has conducted many research projects related to the development and review of empirical coherency function considering spatial variation of earthquake ground motion for application to reduce high frequency motions included in the SSI response. One of the models proposed by Dr. Abrahamson, “hard-rock coherency function”, is widely adopted as the coherency function in SSI analysis program. This model, as the only accepted model, is described in DC/COL-ISG-01 which supplements the guidance provided to the US NRC staff in SRP 3.7.1, Seismic Design Parameters. Currently, SRP 3.7.1 is also referred to the Korean regulatory body. Therefore, PEER is the only and the most qualified consultant company for this consultation work. |
